The National Authority for Probity, Prevention and the Fight against Corruption (INPPLC) has called on all stakeholders and citizens to make probity a collective commitment throughout every stage of the electoral process, ahead of the legislative elections scheduled for 23 September 2026. 

In its institutional vision on electoral probity, entitled “Electoral Probity: A Shared Responsibility, and Probity in Participation as the Foundation of Trust in Democratic Choice,” INPPLC reaffirmed its call for free and responsible participation, with choices guided by conviction rather than interests, votes reflecting the free will of voters, and electoral competition based on programmes and trust. 

The Authority called on all stakeholders to help prevent practices that undermine electoral probity, adopt a zero-tolerance approach to such practices and make use of the available legal and institutional reporting mechanisms whenever information or evidence is available. It considers electoral probity a structural condition for consolidating democratic choice and ensuring the legitimacy and effectiveness of representative institutions. 

INPPLC stressed that the challenge of electoral probity is no longer limited to establishing the legal rules governing elections. It increasingly lies in ensuring their effective implementation and strengthening the system’s capacity to prevent and address corruption risks throughout the electoral process. In this regard, the Authority noted that Morocco has an advanced constitutional, legislative and institutional framework. 

The Authority emphasized that strengthening electoral probity requires a combination of clear legal rules, effective oversight, prompt enforcement, risk prevention, access to information and a shared culture that rejects electoral corruption. Electoral probity, it stressed, cannot be the responsibility of a single institution. Morocco’s institutional framework brings together a range of actors with complementary roles, including the administration, the judiciary, financial oversight bodies, governance institutions and civil society, all of which contribute to the proper conduct and probity of the electoral process. 

Against this backdrop, INPPLC highlighted the importance of strengthening institutional complementarity and building on the guarantees provided by the constitutional, legal and judicial framework to ensure institutional neutrality and the probity of the electoral process, thereby enhancing trust among political stakeholders and citizens. It also emphasized the need for specific guarantees against the use of public resources for electoral purposes. 

The Authority also outlined its constitutional and legal mandates relating to the promotion of probity in public life, the prevention and combating of corruption and the evaluation of public policies. Its contribution includes, in particular, monitoring and analyzing corruption risks associated with the electoral process, promoting a culture of probity and transparency in political life, strengthening coordination and complementarity with the institutions concerned, and receiving and processing complaints, denunciations and information relating to electoral corruption, in accordance with the law. 

The digital space is another key area addressed by the Authority’s vision, which draws attention to the changes it has brought to electoral practices. While technology and social media offer broad opportunities for participation and access to information, they may also give rise to new risks, requiring stronger prevention, monitoring and follow-up mechanisms. 

As part of its awareness-raising efforts, INPPLC has also developed the “Voter’s Handbook on Electoral Probity,” an awareness and guidance tool designed to foster a culture of electoral probity and promote responsible civic participation, with a view to enabling voters to play an active role in ensuring the probity of the electoral process.
