The National Authority for Probity, Prevention and Fight against Corruption (INPPLC) held a press conference for the presentation of the Authority's 2025 annual report.
On this occasion, the Authority’s Chairman, Mr. Mohamed Benalilou, stressed that Morocco recorded a slight improvement in the 2025 Corruption Perceptions Index (CPI), scoring 39 points and rising to 91st place worldwide. The country nevertheless still faces a fundamental challenge, he said related to the persistence of the implementation gap between legal texts and their tangible impact on citizens and businesses.
The Chairman added that the Authority has been working to strengthen denunciation channels and early detection. In this context, the number of files and denunciations received rose from 92 files in 2024 to 420 in 2025, before reaching 742 files in 2026. This reflects a significant rise in the engagement of citizens and stakeholders with the Authority, and points to growing trust in INPPLC.
The Chairman also gave a detailed account of the main conclusions of the evaluation report on the National Anti-Corruption Strategy 2015-2025. He observed that the multiplication of projects had not translated into an impact in line with the stated strategic ambition. The share of fully completed projects did not exceed 54%, while a significant share remained stalled or never got off the ground at all. This is particularly true of the major legislative reforms, such as the criminalization of illicit enrichment, the regulation of conflict-of-interest situations and the improvement of mandatory asset declaration.
Mr. Benalilou explained that this situation stems mainly from shortcomings in steering and coordination mechanisms, the lack of an integrated performance and risk management system, and the long duration of the strategy. The evaluation report concludes with practical proposals for structuring a new-generation strategy with a timeframe of no more than five years.
Mr. Benalilou further stressed the importance of building an integrated national integrity system based on institutional complementarity and strategic partnerships with the various security, oversight and economic bodies, and of strengthening the mechanisms for the legal protection of whistleblowers.
On this occasion, he also recalled several areas of work on which the Authority has been engaged, including electoral integrity, the provisions of the draft law on criminal procedure, and openness to the various components of society. He did so in line with the words of His Majesty King Mohammed VI, may God assist him, who stressed that “fighting corruption is a matter for both the State and society”, and that it requires sustained collective mobilization to turn governance commitments into everyday practices and tangible achievements.
